Parimal to take charge as acting Home Secretary of Delhi

0082National Capital Territory Government Transport Secretary Parimal Rai, a 1985 batch IAS officer of Union Territory cadre, will take charge as Home Secretary of the Government of Delhi. He has been given the charge until Sanjeev Nandan Sahai, a 1986 batch IAS officer of the Union Territory cadre, returns in the month of November.

The post had been lying vacant, as no full-time appointment has been made to the post for long.

Govt transfers four IAS officers

  • Vijay Kumar, a 1992 batch IAS officer of Union Territory cadre, has been transferred to Lakshadweep. Currently, he is serving as VAT Commissioner of Delhi.
  • Padma Jaiswal, a 2003 batch IAS oficer of the same cadre, has been transferred to Goa. She is currently Deputy Commissioner, Municipal Corporation of Delhi (North).
  • B R Singh, Special Commissioner of Food and Supplies, has also been transferred to Goa.
  • Kunal, a 2005 batch IAS officer of Union Territory cadre, and Deputy Commissioner, East District, has been transferred to Goa as well.

Freshdesk appoints LinkedIn India MD Nishant Rao as COO

Freshdesk Inc, which provides a SaaS-based customer support platform for enterprises, has named LinkedIn India MD Nishant Rao as chief operating officer.

“In his role, Rao handle non-R&D aspects of Freshdesk’s operations,” the company said in an official statement.

Rao was serving as LinkedIn’s India head since 2013. He has over 10 years of industry experience in leadership positions. He has worked with companies such as McKinsey and ARIBA Inc.

Alok Rawat appointed NCW member

Rawat, after the posting, said, “I feel that the presence of a male would provide a better understanding to the women’s issues.”

Rawat is a 1977 batch Sikkim cadre IAS officer and has served as Director/Joint Secretary in the Ministry of Defence and the Ministry of Road Transport and Highways; Secretary (UPSC); Secretary (Coordination and Public Grievances) in the Cabinet Secretariat and Secretary in the Ministry of Water Resources, River Development and Ganga Rejuvenation.

Suresh Arora appointed Punjab DGP

Suresh-Arora-DGP-polThe Government of Punjab has appointed Suresh Arora as the new Director General of Police, who is a 1982 batch IPS officer.

Arora’s appointment came after a meeting between Chief Minister Prakash Singh Badal, Shiromani Akali Dal President and Deputy Chief Minister Sukhbir Singh Badal at Badal’s residence.

Arora has played an important role in fighting terrorism. He was posted as SP and SSP when two important operations — Black Thunder I and II — were conducted. He is a post graduate in Law from the University of London and has won various gallantry medals and awards.

Arora replaces Sumedh Singh Saini, who has been transferred to the State Police Housing Corporation.

  • Aruna Sunderarajan, a 1982 batch IAS officer of Kerala cadre, has been appointed as Secretary in the Ministry of Steel. She has replaced Rakesh Singh, a 1978 batch IAS officer of Punjab cadre.
  • Navin Verma, a 1982 batch IAS officer of Bihar cadre, has been appointed Secretary in the Ministry of Development of North Eastern Region. He has replaced R Vijay Kumar, a 1978 batch IAS officer of Tamil Nadu cadre.
  • Naini Jaisheelan, a 1981 batch IAS officer of Union Territory cadre, has been appointed as Secretary, Inter-state Council Secretariat in the Ministry of Home Affairs. He has replaced Praveer Kumar, a 1982 batch IAS officer of Uttar Pradesh cadre.
  • Vijay Shankar Pandey, a 1979 batch IAS officer of Uttar Pradesh cadre, has been appointed as Secretary in the Department of Chemical and Petrochemical with effect from January 1, 2016. He has replaced Surajit Choudhary, who is a 1979 batch IAS officer of Tamil Nadu cadre.
  • Ramesh Abhishek, a 1982 batch IAS officer of Bihar cadre, has been appointed as Secretary, Performance Management, Cabinet Secretariat.

  • Ravi Agrawal, a 1988 batch IAS officer, has been appointed as Joint Secretary in the Department of Disinvestment. He has replaced Kumar Sanjay Krishna, who is a 1985 batch IAS officer of Assam-Meghalaya cadre.
  • Sanjiv Kumar, a 1992 batch IAS officer of Union Territory cadre, has been appointed as Joint Secretary in the Department of Revenue replacing Arun Goel, who is a 1985 batch IAS officer of Punjab cadre.

Coal-India-Mahanadi-Coalfields-Limited-MCL-Recruitment-2015Anil Kumar Jha took the charge as the new Chairman-cum-Managing Director of Mahanadi Coalfields Limited (MCL), which is a subsidiary of Coal India Limited. He will continue to be the CMD till July 2018.

Prior to it, Jha has served as Director in Production and Planning, Manganese Ore India Limited (MOIL), since July 29, 2013.

Jha will replace A N Sahay, who supernnuated from the post on October 31, 2015.

Kevin Walker is new security CTO at Juniper

Walker will serve on the senior leadership team and report to Jonathan Davidson, who is the Executive Vice President and General Manager of Juniper Development and Innovation (JDI).

Recently, Walker served as the Vice President and Assistant Chief Information Security Officer at Walmart.com. Prior to this, he also worked with security and networking companies like Intuit, Cisco Systems, Symantec and Veritas Software, including Chief Information Security Officer, Chief Security Strategist and Director of Information Security across technology.

Haryana Government transfers 6 IAS officers

Dhanpat Singh, Additional Chief Secretary, Agriculture, has been posted as Additional Chief Secretary, Science and Technology, relieving Sumita Misra of the said charge. Sanjeev Kaushal, Principal Secretary to Chief Minister, has been posted as Additional Chief Secretary, Finance and Planning, and Additional Chief Secretary, Information, Public Relations and Languages, vice Pranab Kishore Das and R.K. Khullar, respectively.

Varinder Singh Kundu, Additional Chief Secretary, Animal Husbandry and Dairying and Fisheries, has been posted as Additional Chief Secretary, Agriculture, in addition to his present duties, vice Dhanpat Singh.

Pranab Kishore Das, Additional Chief Secretary, Finance and Planning, has been posted as Additional Chief Secretary, Home, Jails, Criminal Investigation and Administration of Justice, vice Prasanta Kumar Mahapatra.

V V Pant appointed PS to MSME Minister

The post fell vacant after Manoj Dwivedi, a 1997 batch IAS officer of Jammu & Kashmir cadre, was posted as Joint Secretary in the Ministry of Commerce.

Currently, V V Pant is serving in the State as Managing Director, Paschimanchal Vidyut Vitran Nigam Limited.

Punjab reconstitutes 18 departmental advisory committees to implement policies

Chandigarh : The Punjab Government has notified the reconstituted state advisory committees of 18 different departments to advise it in framing and executing policies for the Year 2015-16.
Chief Minister S. Parkash Singh Badal would be chairing the committee dealing with personnel, general administration, co-operation, science and technology, environment, vigilance, civil aviation and justice. The committee would have 10 MLAs as non-official members, five from the Akali Dal – Chattin singh, Iqbal Singh Jhundan, Harpreet Kaur Mukhmailpur, Vaninder Kaur Loomba and Joginder Pal Jain, three from the Congress Sunder Sham Arora, S. Tarlochan singh and Guriqbal Kaur, one from the Bhartiya Janta Party Seema Kumari and one independent Simarjit Singh Bains.
Deputy Chief Minister S. Sukhbir Badal would be chairing the advisory committee of the departments of home, governance reforms, housing and urban development, excise and taxation, investment promotion, sports and youth affairs and power. The committee would have 10 MLAs Bains as non-official members, five from the Akali Dal- Manpreet Singh Iyali, S.R.Kaler, Rajwinder Kaur, Maheshinder singh and Hari singh, three from the Congress Rana Gurjit singh, Navtej singh and Sangat singh, one from the Bhartiya Janta Party Manoranjan Kalia and one independent Balwinder singh and administrative secretary concerned as official members.

Haryana targets grass roots for e-governance

Chandigarh : Haryana is working towards delivering effective e-governance at the grass root level and a number of initiatives have been launched by the government to achieve the purpose.
Haryana Finance Minister, Capt. Abhimanyu, said that under the scheme to set up IT-enabled Village Secretariats, a target has been set to establish 2,294 Village Secretariats in Haryana by the year 2019 so that all government-related works of people could be done under one roof. Of these, 185 Village Secretariats have already been established. Apart from this, ‘e-Panchayat Samvad’ service has been started to ensure direct contact of panchayats with the government at all levels.
Capt. Abhimanyu said that CM Webportal has been created to establish coordination between the government and the people and to increase participation of people in the implementation of welfare policies. As of now, the people of the state can directly contact the Chief Minister online from any part of the State for redressal of their complaints without having to visit Chandigarh. For this purpose, CM Window has been started at each district headquarters.
Information regarding the status of complaint is being provided to the complainants online and through SMS. Further, the government has issued new policy directions to make Change of Land Use (CLU) transparent, uninterrupted and timely. The Single Window System is being strengthened to provide all approvals to entrepreneurs under one roof, he added.
The Minister said that in order to check corruption, online facility has been given for self certification and third party certification for inspection and registration of boilers in industries. Also, online facility for filing entrepreneur memorandum has been started to promote Micro, Small and Medium Enterprises.
Apart from this, e-Registration, e-Payment and e-Return filing systems have been adopted to facilitate the businessmen. ‘C’ Form has been made available online. State Portal has been developed to ensure 150 e-citizen services by March 2016 and websites of all departments and boards etc have been linked with it. Electronic Tendering System has been started in all Municipal Corporations, Municipal Councils and Municipalities of the state from December 1, 2014, he added.
He added that e-Disha services have been started in the State. These include registration of birth and death, issuance of birth and death certificates, linking of birth and death record and fixing of any errors in birth and death records, etc.

Haryana launches CM e-Dashboard

Chandigarh : In a major e-initiative, Haryana Chief Minister Manohar Lal launched CM e-Dashboard for monitoring key parameters of various departments and online services to ensure effective delivery of services and provide effective mechanism for bringing transparency.
To begin with, 134 Key Performance Indicators (KPIs) of 13 online departments and 83 offline KPIs of 14 departments have been incorporated in the dashboard. 14 other departments have submitted their reports which would soon by incorporated in the dashboard. The KPIs could be any Government to Consumer (G2C), Government to Government (G2G), Government to Employee (G2E) or Government to Business (G2B) services delivered by the organization.
Speaking on this occasion, Manohar Lal said that the main purpose of the CM e-Dashboard is to improve the efficiency of the departments and to remove the delays in service delivery through monitoring at highest level with an aim to benefit the citizens. The dashboard is accessible to Chief Minister’s office and the government organization whose KPIs were being monitored. It was informed that Nodal officers have already been provided the password whereas; the Administrative Secretaries of the concerned department would soon be provided the same to access the application. He appreciated the efforts of IT Department and National Informatics Centre (NIC) for in house development of CM Dashboard application.
The 13 online departments or services whose KPIs have been incorporated in the dashboard are Revenue (land records, citizen certificates, court cases), centralized file movement system, CM announcements monitoring system, Health, Haryana Urban Development Authority (HUDA), Public Health and Engineering, Social Justice and Empowerment, Transport, Finance and Education (Secondary). The e-Dashboard application is fully automated and integrated with departments which have electronic database and applications. In case of departments which do not have computerized backend database of services, they are required to manually feed data into the e-dashboard at regular intervals till they computerize their data base and services. He further directed the departments to develop online application in a phased manner in next three to six months.
Chief Minister said that CM e-Dashboard would not only plug the loopholes in the system which leads to corruption but also keep a check on the exercise of discretion. He said that with maximum automation and reduced human interface we could weed out corruption from all levels. The e-Dashboard pulls data from various departmental database and online applications and calculates performance based on pre defined formula for each KPI. A composite score for each of these KPIs is then calculated and indicated on the dashboard. Average composite score for all KPIs of an organization, which is calculated on a 0 to 100 scale, shows the overall efficiency of the organization. The dashboard has a color coding scheme, which shows various departments in Green, Blue, Orange and Red based on their respective composite score.
Chief Minister said that delivery of services should be prompt. He said that officers who shouldered the responsibility to run the system should ensure the time bound completion of targets of their respective departments. Directing that preference should be given to Government to Consumer (G2C) services, he said that the main aim of the government is ensure the delivery of various citizen centric services at citizen’s doorstep. People’s satisfaction should be the key for all the departments, he added. Quoting example he said that after the launch of CM Window, a call centre has been established which sends SMS to the complainant informing him or her about the status of complaint to instill a sense of satisfaction among them.
The Chief Minister directed to develop Standard Operating Procedure for the effective functioning of CM e-Dashboard. He said that the departments should align their functioning with the new system in terms of setting up of infrastructure like the availability of hardware and software. Besides, the departments should also link their website with the Dashboard for effective sharing of information. He said that the offline departments should also make efforts to identify data which could be made available online as the online data is more accurate and authentic than the offline data. He also directed to evolve a system to check the duration of pendency of a file.
He said that he would again review the CM e-Dashboard with all the Administrative Secretaries on December 15, 2015.

Formerly, she was the Executive Vice President at Charles Schwab responsible for centralized support services, including Schwab Technology Services, Operational Services, Corporate Project Management, Operational Risk Management and Offshore Services.

Ricci, currently Senior Vice President and Controller for Hewlett Packard (HP) Enterprise, is responsible for all accounting and external financial reporting activities for HP Enterprise.

Sam Pitroda is new tech advisor to Odisha Govt

Sam-Pitroda11010Renowned telecom guru and inventor Sam Pitroda has been appointed as Technical Advisor to the Government of Odisha. The man who has contributed immensely in India’s telecom revolution from late 1980s onwards, is now expected to play a key role in making Odisha a front-runner, as the State turns 100 years in 2036. Currently, it is lagging behind in the IT and telecom sector.

As per the press statement issued by the State Chief Minister’s office, Pitroda is expected to anchor the preparation of the State’s Vision 2036. However, keeping Pitroda’s earlier innings in mind, it can safely be assumed that he won’t bank on bureaucrats much, but will cobble together a team of technocrats comprising foreign educated men and women who have earlier worked with him.

Despite being in US for many years, he kept in touch with the State all throughout. “He will be given the rank of a cabinet minister”, the statement further said.

In UPA-I, Pitroda headed the National Knowledge Commission. He had also launched the Center for the Development of Telematics (C-DOT), and served as advisor to the then Prime Minister Rajiv Gandhi. In addition, he was the first Chairman of India’s Telecom Commission.
